Check my picture.
My town hall level in my capital is 30 and I still can build the dock.
It is OR and it is not wrong

There is a small bug that I won't bother reporting in bug thread.
The description of the Dockyard says that it can be built in any town with level 10 Governor's Residence or level 35 Town Hall. I can build Dockyards in all towns with level 10 Governor's Residences, but not the Capital city that has a level 10 Palace. Instead I get an error saying that I must have a Governor's Residence level 10 or level 35 Town Hall, but there is no Governor's Residence in a capital city and my Town Hall is level 32.
Considering this is a new update, it may take some time before the developers notice this oversight.
Tusen takk til Infinity for dette stilige bildet!

Look at my picture again. You can build the dock with level 30 town hall in the capital
See the "Palace (11)" and "Town Hall (30)" ?
It is OR, not AND

You are not the only one to be confused about this.

As you note the description indicates you must have a level 10 GR or a level 35 Town hall.
The Palace is not a Governor's Residence, so to build a Dockyard in your Capital, you must have a level 35 Town Hall..

No, you don't need a level 35 Town Hall to build dock in the capital

Odd. I could only build a dockyard in my capital after expanding the Town Hall to level 35. And the capital had a level 11 Palace. If you look at other posts on older threads discussing this, is seems I was not alone in this. Was there an update I missed?

You are right. Before the v9.0.0, I have the same issue as everyone
But after v9.0.0, I can build the dock without level 35 Town Hall

No, you never had to have both, it's either one or another - either level 35 townhall or level 10 governor residence (if it's colony).
-
It is as simple as it can get. Town Hall lvl35 OR Governor's Residence lvl10.
Since the capital city can NOT have a Governor's Residence but has a Palace instead, you should focus on the Town Hall's level only.
A tricky question would be... What if you have a colony with let's say a lvl20 Town Hall, a lvl10 Governor's Residence and have built Dockyard, but then you decide to make this colony your Capital? Would the system allow you to actualy have a Dockyard without a Governor's Residence nor a lvl35 Town Hall?

If you not have enough goods (building material and/or marble and/or crystal glas), then you receive the button, but it will refuse, due to the requirements...
I tested it on an accout, where my GR is only on Level 8 and after having enough material, I got the requirement text... -

sorry and thanks to all
I have now realised my mistake
for me ( and for many ) palace and residence are the same thing.
the game leads you to consider them the same thing.
if I switch the view of the palace in polis 1 to polis 2, I see the residence ...
Hence the error in interpreting the text of the message
AND / OR
