Sea chart has effect only in the city where it is build(not in all cities) and it is usefully only for long distances.

At lvl 40 it saves you 7h and 25 min from an 16h and 40 min trading ship travel.

i know its affect only the town its built on but my question is:
is there a difference with someone who has none and another who has some or all of them?

It only modify the speed of ships it does not affect other players.
The bonus is the same if you have it in one city or in all cities.
The bonus is dependent on the building lvl and apply only in the city where it is build.

so why we collect sea charts???!!!!

Wait, what are we talking here about - the See Chart Archive (the building) or collecting parts of see chart maps due to attacking barbarian fleet?

I think Draxo has identified the confusion.
On re-reading the original post, I am pretty sure Super Power either has 5 of the 6 map sections for one map, or 5 entire maps.The latter seems more likely.
The maps reveal the location of the barbarian fleet, only for a limited time and always near to the colony island that found the last map section. The map sections or maps have no effect on travel times from the Sea Chart Archive. Travel times for ships are only affected by the level you have expanded the SCA to. The only reason to keep 'collecting' them is for the pillage the Barbarian village and fleet gives (those high level fleets are pretty nice) and the achievements and titles you can get.
These are all the achievements and rewards that I know of for collecting map sections , ie: attacking the barbarian village and fleet. It is possible there are more hidden achievements like "Not Again..." but I have not seen any listed elsewhere. (Not Again only appeared after I had collected the same 3 maps.)
Barbarian Fighter
No longer possible to get as it requires the old Barabarin village.
Barbarian Hunter
- Level 2 Defeat level 19 barbarians.
- Reward level 2: 1x Ceasefire (Barbarian Village Level 20-29)
- Level 4: Defeat level 39 barbarians.
- Reward level 4: 1x Ceasefire (Barbarian Village Level 40-49)
- Level 6: Defeat level 50 barbarians on 3 different islands.
- Reward level 6: Title: Scourge of the Barbarians
- 1x Ceasefire (Barbarian Village Level 50)
Archivist
- Level 4: Find 7 different sea charts at least once.
- Reward level 4: Title: Passionate Collector
- Level 6 Find 10 different sea charts at least 5 times.
Sea Monster
- Level 6: Defeat barbarian fleet 100 times at any level.
- Reward level 6: Title: The Kraken
Not Again...
- Level 1: Complete the same sea chart 3 times in a row.

Yeah Higher Level Barbarian Fleets are sweet to defeat, good practice, and not to everyone's taste
You need 6 charts for the Barbarian fleet location to be revealed then you have a coupla weeks to take it down
I haven't done precision maths to it but over L40 they get really tough and not profitable other than for the glory, practice gunnery and ability to send a lot of loot to an occupied port in your empire if need be without using any of your own cargo ships
Barbie fleets are not an exact analogy of conventional enemy fleet, e.g you cannot warm them up with wave strikes beforehand, same as you can't hit Barbie towns with gyro or balloon swarm carpet bombing ahead of main land air assault
Over L49 City Barbies get air defences and can become very dangerous indeed in attack or defence - great practice but special measures then apply in the nearby same island towns of your empire
There are several reasons for getting them to L49 though
Chart Rooms are different subject and it depends on your size empire, dispersal and several other things - I keep 4x L25 - 30 and they make a big difference for long journeys with warship, freighter, cargo troop and resource transport especially when combined with poseidon, reduced capacity and in emergency a drop of ambro nitro booster rockets

Speaking of sea charts, do we really need to buy ambrosia to get the chart pieces from the shady merchant? Is there no way of getting them without actually paying?

You can get them without ambrosia by attacking the barbarian towns (starting level 10 or up). They drop based on a certain % of luck. The higher the level of the barbarian village is, the higher the chance becomes you can get a piece.
