i sent occupation to a certain port and it just returned without any notification or battle history or anything. this attack was on a town without ships or soldiers or any active blockades that i saw.

You can't see if the port is occupied or the city if you or an ally don't have a town on that island or you send spy.
So it is possible that the port was occupied from what you described.

i do have a spy - there are no fleets or army - i also sent an attack which failed in the same manner - what is going on?
before sending troops to occupy the polis, try to occupy the port.
It could be that there is someone lined up to defend the harbour.
If you have been spying on troop movements, you might not see it.
Maybe you have to spy on the garrison ( I don't remember exactly ) , in the sense of stationing troops

the first thing i did was occupy the port which failed - that is the whole point of this post
If the player you attacked is inactive with no ships, you won't get any notification, because the player is inactive. However, if the player has few ships, it would be a battle report in your military overview. In rare occasions, the player may be deleted while your ships are on the way, as a result your ships will instantly respawn in your own town, including your spies with no notifications at all.
Can you please confirm if the player you tried to occupy is in v-mode, inactive or active mode?
The're is also a small chance that the player is banned and than you also have this kinda bug sometimes.
Otherwise you should give us more information since this

yes he is inactive - i didnt know it had any effect- but he doesnt have any ships or blockades
I believe instead that he has a submarine, or another type of ship which, with no ships in the front line, disperses and after 4 hours redeploys. Or is occupied but with no enemy ships present

no, he is an inactive player and as i said numerous times he has no ships or army what so ever

When you attack inactive players, you can't occupy their ports, so that your navy will return automatically.
He's inactive with no ships, that's why you get no notification when you attack him.
If he had ships, you would get a battle report.
but why cant i pillage him? same thing happens

there is really only one way to spy for this and thats spying out the garrison..
you can pillage it
but first you must clear the port
If there is a sub in the port and you send troops in to pillage, they will bounce back.
You must first free the port by sending an attack and then troops must arrive immediately afterwards.
If the troops arrive after 4 hours they find the sub again and bounce back , without CR
there is no bug ... i think ,,,
and there are ships in the port, or there are no ships but it is occupied

not exactly true
if you spy on the garrison you see the troops currently present
but if you do not spy on movements, you may not see incoming ships.
If that polis was occupied before it became inactive, if I remember correctly and if I'm not mistaken ( @Seigmann please correct me ) whoever occupied it can still move and station troops within it
