One of the supposed benefits to Technocracy is a benefit of 5% more research.
All of my research points come from Experiments, and I'm not seeing any benefit from it there.
There is nothing from the Help article specifying it is only applicable to Scientists.

That is a disadvantage for Theocracy, nothing to do with Technocracy or its advantages.

Yes, the "per hour" greatly changes the meaning of that sentence.
