Hello as I am new I have a question. I didnt play for a long time and I start playing again. At the moment I have 65k points and one guy is attacking me and he have about 26m points. Is that okey or nope? The world is Perseus, I didnt wanna post his name maybe its okey for the rules but if its against the rules ofc I ll say who is it.

Yes, that is now allowed.
Perhaps you could vmode, join an alliance or stop mining, move your goods to a safe town, build up your warehouses, and watch out for the depot - it's tempting to build them but all the goods there are easily pillagable. -
There is nothing against rules to attack a smaller player.

When you become a target from a big player, you probably are having pretty full warehouses in your town, so your lack off security makes it interesting for another player to loot you.
