Happiness is based on population.
You need 1 happiness per person.
Once your town is capped, any excess happiness isn't required, though it might be worthwhile to keep happiness at 50 or more in case a CT partner is graveyarded.

If you mean the "total satisfaction" this results from the sum of all bonuses and subtracting them from the sum of all deductions.
If there are small differences in prices, it is a matter of rounding.
If taverns and museums increase(bonuses area), total satisfaction also increases; if the population (raising the level of town halls)or corruption increases(deductions area), total satisfaction decreases.
How fast the population grows(growth) depends on total satisfaction. The higher the total satisfaction, the higher the growth.
As User12996 said,1 "total satisfaction" is equal to 1 citizen. As long as there is no corruption.
So it's normal to see happiness decrease as town hall fills with citizens.
If the town hall is full, growth is zeroed and total satisfaction remains constant at the same value, until a price changes. In this case, you can reduce the wine in the tavern, until the emoji shows neutral.
Population growth is increased through the tavern, museum, and research. Make sure your residents are always at the maximum limit allowed by your town hall. A large number of residents gives you the luxury of placing as many workers in mines, scientists in temples, and researchers in academies as possible. The rest are there to generate gold, which you can use for ships or to buy resources you are lacking.
