A question about Town Relocation feature functionality

I was wondering how exactly does the town relocation mechanic work in the game.
Let me present You with a short scenario:
One of my towns has allied troops stationed inside, but I'd like to relocate that town to an island with enemies on it to launch a surprise attack.
Is it possible to relocate Your town when there are allied troops stationed in it?
