Where did talk of VPN's come from? Seems like a projection from you but you'll find that the VPN users on Kreon have been punished as Aquila mentioned earlier.
As for $$$ Ikariam is already pay to win since Ambrosia and the Shop exists and has been for many years now. Good luck removing anything that will affect Gameforge profits.
I'm going to interject and state that I am opposed to any rule that removes the possibility of alt accounts. I myself have 9 well developed accounts on US Kreon and I can tell you that if such a rule was implemented restricting the number of accounts to one per server I'd not even bother playing on the 8 other accounts anymore.
I would need to find 8 servers to take many of my accounts (Would have to go to EN as well) and find good island spaces for many of these accounts and deal with whatever server politics that occur x8?

You also greatly underestimate how many players have alts and in particular on US Kreon which just so happens to be the server I am playing on. I can count at least 30 players that I know of who have alts with a surprising amount having 11 accounts in the same server. If you want Kreon to start dying at an even faster pace with the removal of 100s of accounts then be my guest.
The merge alone was responsible for what you are seeing right now. Players were forced onto less developed islands, old alliances were destroyed and some players felt the merge was a signal to finally leave after 16 years. That and the fact rules are finally being enforced on Kreon when before on Alpha we had a ton of cheaters.
What I can say is this. If alts were banned I'd stay play on my main account but expect me to be far less active and involved in the game in the future. There would be a massive drop in money spent in Ambrosia by me which I can quite easily spend elsewhere.
But hey maybe after alts are banned we will get another US Merge between Eurydice and Kreon or perhaps all US servers will be dissolved and merge into EN ones.

Then there is no point in playing on new servers at all. If each player transfers a pumped-up account with a supply of gold, resources, donations, what's the point?
People go to the new server, to start the game from scratch on equal terms with everyone else.

1 Ambrosia = 30000 wood if donated to a level 42+ quarry or other luxury. It's 1 Ambrosia = 40000 if the quarry is level 50+ but it's much harder to find such islands with empty spaces.
Therefore 2,592,000,000/30,000 = 86,400 Ambrosia required
Now if it's a happy day with an 80% bonus that is reduced further to around 40kish Ambrosia
Still a lot but now far more realistic. If it was paid in USD/EUR it would be near $1000 which is admittedly a lot but I know players who've spend thousands on mobile games and virtual items on MMORPG's
But what if the guy paid using Turkish Lira whilst being from a country which has a far stronger currency? Then it would be even cheaper although I can't say exactly how much cheaper as I'm not Turkish
You can easily make these accounts if you have cash to burn.
Simply find a high level Luxury mine and pay to donate using ambrosia. Level 42+ gives 30k wood per ambrosia and is easily found on old servers (Level 50+ gives 40k wood per ambrosia but GL finding a space on such an island). After this is done simply let the account ghost out and voila you have an account with 2.6B Donations.
Most likely the guy used a cheap currency to achieve this although there are some who spend large amounts of money in their own currency to achieve the same effect.
Starman is just being hysterical as usual. Given his 2 week absence from the game so far you'd expect him to spend his free time on other matters not related to Ikariam.
Draxo himself mentioned this is not abuse but a feature. The developers at Ikariam are perfectly content with this and it's a legitimate strategy to grow your islands.
So yes you can donate to your islands once the account enters the graveyard and you are able to rejoin the same server.

You need AT LEAST around 300 dollars just for 1760+ days of helios even counting with calculating you got your ambrosia with %80 bonus. Don't even try to fool people with doing all these with only 100 pounds etc.

VNS entered this war under the rather childish delusion that they were going to pillage everybody else and nobody was going to pillage them.
At Eye of the Storm, Veliidae Bug, XXX-5S and half a hundred other places, they put that rather naive theory into operation.
They sowed the wind and now they are going to reap the whirlwind.
New Stone-3, Ice Stone 6, Sunfuric 3—Those are only just the beginning.
We cannot send a pillaging mission to every VNS city as of yet.
But the time will come when we can do so.
Let VNS take good note of Ikariam's Horizon.
There they will see a cloud as yet no bigger than a man’s hand.
But behind that cloud lies the whole massive power of Lost.
When the storm bursts over VNS, they will look back to the days of ST3 and Ice Stone 6 and Faith as a man caught in the blasts of a hurricane will look back to the gentle zephyrs of last summer.
