Balloons only start to kill the 3rd line if the opponent doesn't have a gyros.
Balloons are generally only used when the opponent has run out of gyros in the battle, or when the opponent places balloons to conserve gyros and you need to conserve them as well.

We gave you 48 hours notice before the declaration, which is plenty of time to get troops together. So our attacks weren't unexpected, at least not by your diplomat. And you can see from the original declaration that this war was always going to end at 2 weeks. But we're happy to keep this going as long as you'd like.
I primarily play during war, and mostly during winter. I'm not sure how you expect me to get the new workshop upgrades in 48 hours?

We are ending this war, wish I could say it was good one but I never faced alliance who so easily back down from a fight. Sadly it was one sided without any resistance.
