Simply, it is part of account privacy, and - more pragmatically - it is not other players' business.
Keep in mind that not necessarily a user owns two accounts, it is possible also that two different people play from the same network , e.g. at school, at work, or at home.Regards

Quartz Sorry if I was unclear. Obviously, an honest player can't know that A and B are IP-Shared. But owner of A and B knows that, so there are some cases where just A and B are (could be) banned, and other where X too needs to be stopped. But the way to understand that... it's part of our work.

Just a small note.
Suppose that a player own 2 accounts, a weak A (with villages a1, a2...) and a strong B (with villages b1, b2...). A and B are IP-Shared. Then another not-too-strong user X attacks the village a1 from his village x1, gathering resources. Well, it's human to desire a "revenge", and attack back using the stronger account B. But in this example, if b1 raids x1, then theoretically B is violating rules, since he is transferring resources between IP-Shared accounts by mean of 3rd party (resources that were on a1 were moved on x1 then moved on b1). If instead b1 raids x2 we are more lenient (until we notice that x2 receives resource from x1 before the raid...). In worse cases, all involved accounts are permabanned for circumvention of multi rule. So, again, be careful
