yeah, spies report, there are no tenders.. even no hyphen, but in the battle they are present. All other ships are shown correctly

But the 2nd image shows that you have already occupied the town. All troops goes as transport. No battle
Are you unable to read? Both pictures are taken at the same time... There is battle, although no fire is in island view, just occupation symbol.

When an occupied town is selected and by pressing for example on wine yard in city advisor, when upgrade of them is complete there can be observed, that there are 18 cities on island. The 18th city is occupied by you.
