I really fail to understand what is so hard, for other people to understand this building requirement!!!
It states clearly: Your Town Hall must have reached level 35, or the Governorās Residence of your colony level 10.
Which translates to: in order to build this, you need a Town Hall of level 35. OR, in case of a colony (not the capital), you can build this sooner than a Town Hall level 35, if you have the Governor's Residence to level 10.
So, the main requirement is Town Hall level 35! The Governor's residence is actually a pass of the main requirement, NOT a requirement, that some of you want to be FIXED.
