You are not allowed move resources, units etc between two player with IP sharing.
Game also blocking transport goods etc, so you even can't do it.

The IP sharing treaty is there to block any kind of contacts regarding ships, units, war ships or piracy. However you are still allowed to make cultural treaties, create towns and donate on the same islands.
