I can freely leave ally city by sea units, but not ground units. The advisor info is following: city port is blocked by enemy fleet.
If calling back my battle ships to this town, they are lost for 5 hours.
Can`t leave a city by ground troops although port is not blocked.

you have to take control of the Port first !

Same issue here. It is not possible to use alliance city for troop movements despite port is free. It is not happening always but only in some of the cities.

The same issue has happened to us numerous times. I am not sure if the bug has been fixed.

I'd love to help. Staffing frowns upon posting "work-arounds". they opt for support tickets where you get mistreated.
Ask the town owner to check ships in town and make sure there is no REBEL button. That worked on an old bug.
If you have Discord, find an experienced GENERAL with Discord and "call" them. Use the features.avalable. Another set of couldn't hurt.
