That's not a Bug, that's the current limit.
It was already indicated that there might be more workshop-levels in the future and hence more upgrade-levels, but right now that's the limit (btw. you did Upgrade 4, Upgrade 5 would be the next one).

It is a known issue, that there is a missing message, if the building has reached it's maximum.
