It could be that tender ship was scattered when you spied the town - so it would not show in the spy report, but by the time you send troops it reorganized itself

True, but the 1rst espionage report (18:09) is after the 1rst attempt of pillaging (17.31).
So the tender was there from 17.31

Yes that's a Bug, you can't spy Tenders right now.
See how there's a "-" for all Units except for Tenders where there is just an empty spot?
If there were no Tenders there would be the text "No units available" as it is for Land-Units (just spied with my own account and there's indeed the text if there are also 0 Tenders), so you technically know there are Tenders in your case, but they're just not shown because of the Bug.

Tested today again
I made the espionage 1rst (No tender at all)
and then I sent a ship
As Tendo says, in the report is missing the numerical string "-" and it shows nothing.
I think the problem is what MaestrCZ shows here

it is a bug, but easilly spotted. all the ships have the - while the last ship on the screenshot doesnt have the -. that means there are ships there figured it out the hard way

yeah, spies report, there are no tenders.. even no hyphen, but in the battle they are present. All other ships are shown correctly

Still not fixed, btw, but at least one can theorise they exist.. More to the point, why do Tenders even count as ships for blockades in the first place?
They can not be destroyed in battle, making a single Tender the perfect cheese defence against an oversea raiding party. Even if you send fleet first, they just run away, leaving only the small "scattered troops" window in which to hit the town for raids.
For active towns, it's not so bad - at least one can occupy the port - but for an inactive this means constantly cycling between a pointless occupy port to scatter the Tender, then raiding a couple times, and repeat. The sheer amount of accounts that use this cheese tactic of a single Tender just to hamper raiding is ridiculous.
Either the unit should be forced into combat (remember when doctors and chefs used to have to actually fight? -sigh-) or simply not count for blockade purposes. And even though doctors and chefs no longer fight, as land troops at least they will scatter from a raid
TBH though, it wouldn't bug me so much if they at least didn't count for a blockade when a raid is LEAVING a town. Getting in, taking forever to load up those goods - coz the other popular cheese tactic is to have super low ports - only to have them bounce on leaving and having to suffer the scattered troops penalty is kinda BS. -

How does that work these days? Looting used to be restricted by the size of the Trading Port but that's not been relevant for at least a decade.
