So if you buy troops off say a gen bank that has not done upgrades do they remain inferior?

No ambrosia required.
Just Gold, crystal and time
So tell me how this is improving the game? Most people dont even have a crystal island.
if you dont have a crystal island you already wasting money for game

No. Upgrades of troops/ship go with the account. If you buy not upgraded troops/ships and you have some upgrades, the troops/ships will automatically upgrade.
So far what I see is what everyone else was saying, the upgrades won't matter that much.
-
So who's idea was it to make a workshop mandatory again? Are they that desperate to rip off their once loyal customers even further?
You will GRIND and you will like it!... or else

For numerologists. Here are all the ratio differences of each unit for damage and armour.
I took the damage/armour who has a hoplite in 12 version with the 3 upgrades plus the 5 level forge and compare from the damage/armour who will have in 13 version with X(5,10,15,20,25,30,100,1000) upgrades plus the 5 level forge.
The resulting number is the product of 13 version/12 version.I mention this because I forgot to remove the % from the cells.
Thanks for the calculations
But i think the comparison between attack values and armor values is not so meaningful.
Damage a unit is able to deal is the important thing.
The maximum possible damage is attack-armor ( and still can not explain all since some of the attack value can be lost if for example you shot with a mortar upon a spearman)
So for example in version 12, an hoplite that hits an other hoplite produces a maximum damage of 25,20 - 6 = 19,20 ( and i do not remember if it is rounded at 19 or 20)
in version 13 an hoplite with +5 up that hits an other hoplite with +5 ups produce a maximum damage of
[(360 +5)*1,2 ] - [20+5+2] = 411
And the ration between the maximum damage version13/version 12 is
411/19,2 ~ 21,4.
So while the attacks and armor values of the units are *20, the real damage an hoplite can make on an other hoplite with forge
is increased more than a *20 factor. ( a 21 factor according my calculations)
This factor can only increase with the ups, since forge in not symmetrical in ups.
Considering forge active every up for land units provide +1,2 attack while only +1 defense.
Units that can benefit more form ups are units with low base attack value.
For example slingers in version 12 are not able to damage giants, but in version 13 with a +30 up in attack and forge they will
make 16 damage on a giant with a +30 up in armor and forge.
Yes. Invest enough time gold and crystals, and you will turn e.g. hoplites in to a Hulk LVL, where a row of hoplites (+ few docs and cooks) can tear down a lvl 40+ walls and beat thousands of opponents non-upgraded groups.

Yeah, good luck getting there. Even a lvl 10 wall has 720 armor, which means you need to upgrade your hoplites 361 times for them to make even 1 damage. Ignoring the cost, the time alone to make that many upgrades is 65.341h or about 7,45 years!
Forge drops this down to 241 times for 28.920h only 3,3 years.
Realistically nothing that's not artillery will get through even moderately high walls for years to come.

So are all alliances on all servers now doing the same as is happening on the server I am a member of.
All the general players are now feeding a few key alliance members the resources/gold needed to upgrade their fighting units in their workshop as fast as possible.
This is just an out-of-control arms race that makes it impossible for 99% of the server players to fight in any major conflict. Instead, they are just there to feed the nominated fighters. Over time we should also see players become strong enough to raid not based on the size of their forces, but instead on the overwhelming advantage caused by the research they have done.
One question for anyone who is doing the research - just how easy are the Barbarian battles now?

This is only true if you don't upgrade your units at all. An opponent having a 3/3 advantage requires 10x the investment. A 6/6 advantage is 100x.

I've upgraded my merchant ships and freighters in the Workshop and now they move slower?
Why do I have upgraded max capacity for now to move slower?
Now it should be added some upgrade for speed too at least 2 or 3 levels to balance this

For what it's worth, mine move at the same speed as before.
Did you consider extra loading time, since more goods, or also that there might have been an event speed bonus which now no longer applies? Or maybe a server basic bonus, which doesn't apply to the server you are currently examining?

If that's how you view it, then you proly missed how barely relevant the unit-upgrades are currently.
Sure Fighters can invest tons of ressources into upgrades, but right now the upgrades are not rly worth it, since they barely make any difference in fighting.
This could obv. change with incoming Updates and sure we could come into a situation where Players with tons of Upgrades have a real advantage, but then they also paid tons of ressources for it.
Balancing this isn't easy at all.

With the “Infinite Horizons” release, GameForge has definitely ruined this game.
They’re not able to get anything right, due to the following reasons:- They have changed the values of damage, health points, and armor, multiplying everything by x20.
- They forgot to increase the effect of Hephaestus’ Forge on armor. Previously it gives at level five +2 armor, now it should have been +40.
- They also forgot to increase the effect of tender ships. Now you should have more than 1000 tenders in the battle. Truly ridiculous.

In 1000-round grind battles, any advantage is important.
You also missed out the first part of my post - players are not making the investment, whole alliances are making the investment in a few key members. What is 1000m gold or wood (to convert into crystal) to a large alliance? It does not even cost that much Ambrosia to do the conversion if a player has the storage capacity to build high-level buildings.

does the workshop have a bug or is it normal?
cargo ships can't be upped more than this level you see in the screen shot, because the system says ‘ insufficient building level ’. even though my workshop has reached the maximum level.
It seems strange to me that the possible UP is so low ...

A 1000-round grind battle has barely anything to do with real conflicts and is just a waste of ressources done by those who are too lazy to be active while fighting.

That's normal, it was indicated several times that there might be more workshop-levels in the future (unlocking new Upgrade-Levels).

Oir is in my alliance and trust me when I say there is a lot of activity in our 1000 round battles. Just waving every round of a 1000 rounder means someone waving every round from multiple towns which have to be protected by multiple enemies. The coordination and timing is very important and i'm not an attrition fighter by any stretch as I prefer guerilla warfare but every big war has attrition fighters and battles and we have been fighting many years and nothing changes.

The 20x multiple didn't really change anything. As everything got multiplied up, it's still equivalent, it just made the upgrades weaker.
Hephaestus' Forge will be fixed on the PTR in the next patch.
Tenders/Doctors are TBD.
I'd suggest joining the PTS to provide feedback.
