But the 2nd image shows that you have already occupied the town. All troops goes as transport. No battle

Are you unable to read? Both pictures are taken at the same time... There is battle, although no fire is in island view, just occupation symbol.

Maybe if the battle happen outside the city it does not burn? I am not sure, you can test it on another city.

Looks like a rebellion is in progress since the town is already occupied?
The banner for the ongoing battle was barely showing and the type of troop movements aren't captured to confirm my guess.
I would agree this is a bug.
