the glitch with freighers.. is
1) selling - you must meet the requirement for the full purchase order.. in order to be able to ship goods to sell with freighters
2) buying - i believe you also have to send enough freighters to purchase all available materials for sale otherwise.. it wont work
freighters don't do partial transfers between players... only bulk trades.

1) I have 20 freighters (capacity 1M).
Player X is asking to buy 3M sulphur.
Player Y is asking to buy 8M sulphur.
I have 1.5M sulphur in my city.
Distance to player X and player Y is the same (3).
For some weard reason I can sell any amount of sulphur (between 1 and 1 000 000) for player Y with my freighters.
But for the player X I can´t sell anything with my freighters.
And I have talked with the player X and he doesn't have on going trade deals for that offer.
