I'm looking at the Help pages from Perseus and Plutos and they do not seem to factor in the 25% reduced building times from the world bonus. I could understand not including the reduced time from Aristocracy but surely the times should account for thew world bonus?

That's not correct: the figures for resources required in the Help change with the technologies you have researched.

In the wiki, for now we have the displayed duration, the actual building time, the reduction you have from the form of government and the shortening process.
Maybe, in the future, we can add the reductions due to world bonuses, that it is not yet planned.
