I've been noticing some oddities in travel times over the last couple of days and after doing a little bit of focused testing just now I've come to the conclusion that it is definitely a bug.
I initially sent a pillage to a town which stated 44m travel time and was actually 33m travel - fine, we already know there is a descrepency between the displayed travel time and actual travel whilst the Festival of Worlds & Bonuses are active. However, upon seeing the 33m travel time I thought "that's way too high" and recalled before sending the exact same attack again (same units, same ships, same origin, same destination). Upon doing so the new actual travel time was 27 minutes. I did this a few more times and managed to decrease the actual travel time more and more each time, eventually reaching a total travel time of 9 minutes. So by recalling and resending a few times (which took me maybe a minute real time) I managed to shave 24 minutes from the original actual travel time.
All sounds great, except during the festival of worlds the actual travel time to the target should have been even lower than the 9 minutes I ended up with.
